The saddest song would have too X-2's 1000 words that along with the pictures that show are the very sad.

Saddest anime songs to me have to be Blue from Cowboy Bebop, Bratja from Full Metal Alchemist, and a song which I can never remember the name of that comes with the ending credits of the Rurouni Kenshin/Samurai X OVA.

one of the saddest songs I've herd is the Piano Version of True light, from DNAngel. Put that songs with sad clips from anime and it makes you cry.  I did that with Gash Bell/Zatch bell, and it's very sad.

"Words that We Coudn't Say" by Steve Conte and the Seatbelts.  Its heard in jupiter jazz part 2 when Faye is talking to Jet.

"Audeu" by Emily and the Seatbelts.  Its on the OST 3 and some of the begging can be heard on it in the episode my funny valentine.

"Memory" bgm.  Its played as during the episode preview of Ballad of Fallen Angels and through the series.

Brothers from FMA has been mentioned but the english version sung by Vig Mignogna (Ed) is
pretty sad.

This is going to sound really, really sappy, but "Bratja" sung by Vic made me cry the first time I heard it. It took me by surprise so badly.

Another one that really wrenches at me is "Taboo" by Michiru Oshima. It's an orchestral music piece for Full Metal Alchemist. Oshima has this awesome ability to capture emotion through orchestra. That's respectable.

Oh, and "Forever Love" by X Japan (?? It's know as "Untitled 16" on my iPod). That one, too.
Bringing college kids their waffles every Saturday.

I always thought of "Small of Two Pieces" as very emotional and powerful, but not particularly sad.  Another song I find really touching is also Jo Hisaishi's "Kimi o Nosete," which again, I don't know if I think of it as sad... just very emotional. 

A really sad song I thought of was Tackey & Tsubasa's "Sotsugyo - Sayonara wa ashita no tameni," which translates to "Farewell is for tomorrow's sake."  Basically the song is all about how saying goodbye is part of life and how two people must say goodbye for the future to move on. 

From Blue Dragon, Kluke's song "Watashi to Mizu to Sora" (My Tears and Heavens) is also really, really depressing.  It's basically about how enormous Kluke's sadness is.  There's a tiny twinge of hope in it, but it's mostly about being sad.  :(

And finally, there's FF9's "Melodies of Life."  I find it sad, but also very comforting.  Because it's about how the bonds people create in life and the memories that people give one another are truly eternal, and transcend death.  I found a lot of comfort in that song through some rough times, so it's a special melody to me, personally.  ^^

"Lilium" Elfen Lied

That song made me cry every time I heard it.
When you find out what happened when the chars were little it makes it all that much more sad. I'm listening to it right now and I'm trying to remain composed while I'm at the library comps.

and Every Heart (InuYasha), though I don't really know why I find it sad  ;_;  I remember back at Kunicon '05, this was the first song I heard Michael play.  I started crying...

Stella by the Moor (Cowboy Bebop) It's the episode where the brother dies trying to get the medicine for his sister. ;_;

The saddest anime song that I've heard is Gravity from the ending credits of Wolf's Rain.  I heard the song before I ever watched the anime; it's more powerful hearing the song after having seen what happens to the characters throughout the series.
